Dubai's New Truck Restrictions from 1 October 2026: Why Your Warehouse Location Matters More Than Ever
Quick Answer
Since 1 October 2026, Dubai's Roads and Transport Authority (RTA) and Dubai Police have enforced truck movement restrictions across the emirate. Trucks are banned around the clock on Al Qudra Street, Al Meydan Street, all crossings and the Airport Tunnel. They are banned from 6:00 am to 10:00 pm on Sheikh Zayed Road, Beirut Street and the residential areas of Al Mizhar, Muhaisnah and Oud Al Muteena. Airport Street, Oman Street and Damascus Street are restricted during three daily peak periods. Emirates Road is exempt. The practical result: a warehouse that can reach Emirates Road without crossing a restricted road now has a real operating advantage, while a warehouse boxed in by restricted roads can lose hours of its working day.
What exactly changed?
On 26 September 2026, the RTA and Dubai Police General Headquarters announced that truck movement restrictions would apply on Dubai's roads from 1 October 2026, in line with the existing peak-period traffic restrictions. Timings vary by corridor, area and congestion level:
| Restriction | Roads and areas | Hours | |---|---|---| | All day | Al Qudra Street, Al Meydan Street, all crossings, Airport Tunnel | 24 hours | | 16 hours daily | Sheikh Zayed Road, Beirut Street, and the residential areas of Al Mizhar, Muhaisnah and Oud Al Muteena | 6:00 am – 10:00 pm | | Three peak periods | Airport Street, Oman Street, Damascus Street | 6:30–8:30 am, 1:00–3:00 pm, 5:30–8:00 pm | | Exempt | Emirates Road | — |
Stated objectives
According to the RTA, the restrictions aim to improve traffic flow and road safety, ease congestion on key roads, increase road capacity and cut journey times, while taking into account the needs of the commercial transport and logistics sector so goods keep moving.
What if your company must move during restricted hours?
In essential cases only, companies can apply through the RTA website for a Mobility Permit for Heavy Vehicles in Banned Times and Roads, handled by the Right-of-Way (ROW) Department. It is an exception, so a daily operating model should not be built on the assumption of getting one.
Rest stops and supporting infrastructure
- 14 of 16 planned truck rest stops are complete, across six sites on strategic roads and in logistics areas, developed with the private sector.
- 364 truck parking spaces were added at seven rest stops, a 50% increase, bringing their total to 1,007 spaces.
- Four more permanent rest areas are planned with private-sector partners.
- More than 150,000 trucks a month use the rest stops, and Dubai sees around 400,000 truck journeys a day.
The RTA advises drivers to respect restriction times, use permitted alternative routes, wait at designated rest stops during restricted periods, and avoid parking on main roads, in residential areas or in undesignated spaces, which can result in traffic violations. The official announcement did not state fine amounts.
Why this changes how you should choose a warehouse
Most tenants and investors compare warehouses on three numbers: rent per square foot, size and clear height. After 1 October, a fourth question matters just as much:
How many hours a day can your trucks leave this warehouse and reach your customers without crossing a restricted road?
Take a warehouse behind Sheikh Zayed Road whose only route to customers runs along it. That warehouse can no longer operate at full capacity between 6:00 am and 10:00 pm, which covers most of the business day. In practice that can mean:
- Night or early-morning shifts for loading and distribution, with the extra labour cost that comes with them.
- A larger fleet, because more trips must fit into a narrower window.
- Less flexible delivery slots for retail and e-commerce customers who expect daytime delivery.
- Violation risk if drivers plan routes badly.
By contrast, a warehouse connected to Emirates Road through roads outside the restrictions keeps almost all of its operating flexibility. I expect that advantage to show up over time in demand for these locations, especially since Dubai warehouse rents were already rising in 2026.
Reading the main logistics zones under the new rules
This is general analysis, not a verdict on any single warehouse. Each property's real route depends on its exact location and access points, so it has to be checked individually. For the bigger picture, see the Dubai warehouse zones and worker housing guide 2026.
Zones near Emirates Road and the outer corridors: Dubai South, Dubai Investments Park, Dubai Industrial City and parts of Al Warsan. These are likely to be the least affected, provided the route from the warehouse to Emirates Road avoids restricted roads.
Jebel Ali and JAFZA: a major logistics hub connected to more than one corridor. The key question is whether your trucks need Sheikh Zayed Road to reach customers or can use other routes.
Inner urban zones (Al Quoz and Ras Al Khor, Al Qusais): proximity to the city is a big last-mile advantage, but exit routes need careful review, especially any that use Sheikh Zayed Road or Airport, Oman and Damascus streets.
Muhaisnah, Al Mizhar and Oud Al Muteena: the announcement explicitly names the residential areas of these neighbourhoods in the 16-hour restriction. That matters for anyone who owns or leases worker housing or service facilities nearby and relies on heavy-vehicle movement.
Important: the official announcement does not mention other roads, such as Sheikh Mohammed bin Zayed Road and Al Khail Road, in the published list. A road not being listed does not necessarily mean it is open at all times. Always check with the RTA when planning, as restrictions can change or expand.
Checklist before signing a warehouse lease after 1 October
- Map the actual route from the warehouse gate to Emirates Road and to your three most important customer destinations.
- Check whether any part of that route uses a restricted road, and at what hours.
- Calculate the real operating hours available to your trucks each day, not the warehouse's opening hours.
- Confirm there is a designated truck rest stop nearby if your fleet will wait out restricted periods.
- Ask the landlord or developer about alternative access points or service roads.
- Compare the higher rent of a better-connected location against the cost of night shifts and a larger fleet at a cheaper one.
- If your operations need exceptional movement, review the heavy-vehicle permit requirements before signing, not after.

Bottom line
The truck restrictions don't change Dubai's map, but they change the value of every point on it. A warehouse is no longer just space and price; it is also the number of hours it can actually operate. Anyone evaluating a warehouse to buy or lease today should add access to Emirates Road, avoiding restricted roads, to their core criteria.
