Worker accommodation in Dubai is a licensed, regulated use in its own right — not a byproduct of having a warehouse or factory nearby. Whether you're building, leasing, or contracting worker housing, these are the standards that matter.
Site Location Requirements
Published federal guidance sets out clear siting rules for worker accommodation:
- The site must be no closer than 5 km from family residential communities
- It must sit near work or industrial areas, served by an efficient road network
- It must avoid proximity to tourism zones, investment areas, pollution sources, and stormwater drainage channels
- It must connect to potable water and proper sanitation
Building and Facility Standards
Beyond location, published standards call for adequate ventilation, air conditioning, and lighting, with general guidance pointing to a minimum of roughly 3 sqm per worker in bedroom space. Facilities are expected to include a kitchen, dining area, prayer space, first-aid provision, and laundry facilities, with detailed hygiene requirements covering bathrooms, kitchens, and waste management.
Fire, Safety and Emergency Requirements
A compliant accommodation needs a fire-safety certificate/report, marked emergency exits, a working alarm system, and maintained air-conditioning and ventilation systems, along with pest-control and cleanliness records that can be produced on request.
MOHRE Registration
The Ministry of Human Resources and Emiratisation (MOHRE) maintains a system for registering and managing worker accommodation for private-sector companies. Establishments subject to this requirement must register their accommodation details and keep that information accurate and current — this is a standing obligation, not a one-time filing.
Important: Amenities Inside a Building Do Not Equal Housing Approval
A frequent and costly misunderstanding: the presence of a clinic, restaurant, or grocery store inside a site does not automatically imply approval for worker housing, nor does it authorise changing another building's use. Adding services inside accommodation itself requires its own permits, approvals, and licenses. Never assume a use is approved because a similar service already operates on site.
