Dubai's Property Investor Visa Now Has No Minimum Value — and Why That Is Still Not the Golden Visa

By مهلب آدم8 min read3 views

In short: Dubai has removed the minimum property value for its two-year real estate investor residence permit. The Dubai Land Department's "Investor Residence Application (Taskeen)" page now states that an owner may apply "regardless of the property value", while each co-owner in a jointly owned property must hold a share of at least AED 400,000. The AED 750,000 floor is gone from that route.

What did not change is the Golden Visa: the 10-year renewable permit still requires property with a purchase value of AED 2 million or more, per the DLD's Golden Visa page and the ICP entry permit for real estate investor residency. A small purchase can now buy two years of self-sponsored residency. It cannot buy ten.

Key numbers

  • No minimum property value for a sole owner on the two-year permit — DLD "Investor Residence Application (Taskeen)" page (last updated 29 October 2026).
  • AED 400,000 — minimum share per co-owner in jointly owned property — DLD Taskeen page; Khaleej Times, 29 April 2026.
  • AED 750,000 — the minimum that applied before — Khaleej Times, 29 April 2026; KPMG GMS Flash Alert 2026-125, 19 May 2026.
  • AED 2,000,000 — purchase value required for the Golden Visa route, "at the time of purchase" — DLD Golden Visa page; ICP real estate investor entry permit page.
  • AED 10,212.50 / AED 9,884.75 — DLD's listed totals for the two-year visa and the Golden Visa application; reporting put the two-year permit at AED 10,545 new and AED 8,215 on renewal — DLD pages; Gulf Today, 10 June 2026; Cavendish Maxwell.
  • 7–10 business days — DLD's stated service time; advisers reported 10–15 — DLD Taskeen page; Investment Migration Insider, 17 May 2026.

What exactly changed, and how it was announced

The change surfaced through the DLD's Cube Centre at the end of April 2026, not through a decree. Khaleej Times reported on 29 April 2026 that "no formal announcement has been made", and Investment Migration Insider made the same point on 17 May 2026: a platform update with no gazette notice. For months the evidence was that update plus reporting by Gulf News, Khaleej Times, LexisNexis Middle East, KPMG and Gulf Today, April to June 2026.

As of this article's verification date, the change is also on the DLD's own website. The Taskeen page sets out two eligibility lines: individual ownership, where "the property owner is allowed to apply for the issuance of a license and residency visa, regardless of the property value", and joint ownership, "provided that their share value is not less than AED 400,000". Its last-updated stamp of 29 October 2026 moves this from "reported" to "stated by the issuing authority".

Before the change, each co-owner had to meet the AED 750,000 threshold independently, per Investment Migration Insider. So two people buying an AED 800,000 property together can now each qualify — a route Cavendish Maxwell notes the old rules closed.

Mortgaged property: what each route accepts

Neither route demands that you own the property outright in cash.

For the two-year permit, Khaleej Times (29 April 2026) reported that a mortgaged or instalment property needs a no-objection certificate from the bank or developer stating the total paid and the balance outstanding, with a formal mortgage statement; Gulf Today (10 June 2026) described the same. Khaleej Times also reported that completed properties need at least 50% of the value, or AED 375,000, paid — a figure in one source only, sitting awkwardly beside a rule with no minimum. Treat it as single-source and confirm it.

For the Golden Visa, the DLD page is explicit: a mortgaged property is allowed, with a bank no-objection letter showing the amount paid and the balance remaining. The old AED 1 million minimum down payment went in early 2024 — Fragomen's alert of 22 February 2024 confirmed applicants are "no longer required to pay a minimum down payment of AED 1,000,000". Weighing leverage against the AED 2 million line, read this with the full Golden Visa property route.

Off-plan: the honest answer

This is where the certainty runs out.

Fragomen reported in February 2024 that the rule requiring off-plan property to be at least 50% complete before applying for the investor Golden Visa was eliminated, leaving a developer NOC confirming payment. Property Finder says off-plan can qualify where the DLD-certified value registered in the applicant's name reaches AED 2 million. Against that, the federal GDRFA service for a foreign property owner states that "the property must be entirely constructed" and "must be habitable", and neither the DLD Golden Visa page nor the ICP page mentions off-plan.

So: off-plan for the Golden Visa is plausible and reported but not officially confirmed, and for a routine property-owner permit it looks unlikely under the GDRFA wording. If your plan depends on an off-plan unit producing residency, get that in writing before you sign.

Fees and the application channel

The DLD Taskeen page lists AED 10,212.50 for the two-year investor visa, AED 7,382.25 for a spouse, AED 6,482.25 for children under 18, and AED 8,882.25 for a parent on a one-year permit. Gulf Today (10 June 2026) and Cavendish Maxwell both reported AED 10,545 new, AED 8,215 on renewal and AED 1,239 for cancellation.

Documents for the two-year route, per the DLD page and Khaleej Times: a Dubai title deed — deeds from other emirates and DIFC are not accepted — a valid passport, UAE health insurance and a Dubai Police good conduct certificate addressed to the DLD. The applicant must attend in person, at Al Manara Centre (Cube – Taskeen) or a registration trustee.

The Golden Visa application runs through the DLD service at Al Manara Cube and listed trustees, with ICP issuing the 10-year entry permit and GDRFA completing the medical and Emirates ID — see the Golden Visa application steps.

What this means for you

The overseas buyer with a modest budget. A studio now carries the same two-year self-sponsored residency as an AED 750,000 unit did before. That widens the entry point, but it does not change the asset's economics, and the visa fee is a cost.

The buyer at AED 1.5–2 million. Below AED 2 million you get two years; at or above it, ten. If the gap is small, price it against the real cost of buying in Dubai first.

The couple or two partners buying together. Two co-owners of an AED 800,000 property can each apply individually — a route the old threshold closed. Structure the title-deed shares deliberately.

The business owner already resident. A property-linked permit decouples your residency from your employer or trade licence — a real benefit, and a second file with its own renewal clock.

Anyone buying mainly for the visa. Reconsider. The permit is a by-product of owning a registered asset, not a return and not permanent status.

The honest reading of the risks

The visa is tied to the property: sell the asset and the basis for the permit goes with it. Property Finder's guidance is to check with DLD before selling or renewing.

The removal arrived during a soft patch, not a boom. Cavendish Maxwell cited Reidin data showing Dubai residential sales fell close to 20% in March 2026 month-on-month, to roughly AED 37 billion, with transactions dropping from nearly 16,000 to about 13,000 — the steepest fall since the pandemic. ValuStrat reported average home prices down close to 6% in March month-on-month, after a rise of more than 70% from 2020, and more than 50,000 units are expected for handover during 2026. Analysts quoted by Cavendish Maxwell read the change as a demand-side measure aimed at entry and mid-market segments. A policy that widens the buyer pool in a softening market is not one that protects your capital.

Jeremy Savory of Savory & Partners put it bluntly to Investment Migration Insider: it is "not a golden visa", it is "a two-year visa, the same as if you'd had a business here".

And the misconception that costs most: a UAE residence permit, of either length, is residency — not citizenship, and not a path to it. A residence permit is not citizenship is worth reading before you build a family plan on it.

This route does not suit you if you need certainty of status, if you would be buying an asset you otherwise would not want, or if your liquidity depends on a quick sale.

What is still unclear

  • No published instrument. No decree, resolution or gazette notice has been identified, and no effective date is stated; the conditions appear on the DLD Cube Centre and now on the DLD service page.
  • The 50% / AED 375,000 paid-value condition for completed mortgaged properties appears in Khaleej Times only, not on the DLD page.
  • Validity of the real estate Golden Visa. DLD and ICP describe a 10-year renewable permit; the federal u.ae page, last updated 28 July 2026, lists "5 years (real estate investments)" against the investor category. The two official sources do not agree.
  • Combining properties for the AED 2 million threshold. The DLD page refers to "one or more properties"; Property Finder describes portfolio aggregation; a 2024 Arabian Business report described a cap of three. No official page reviewed confirms a cap.
  • Co-owned property at Golden Visa level. Property Finder states each owner's share must itself reach AED 2 million; the DLD page requires the property to be "wholly owned by the investor".
  • Off-plan eligibility, as above, and fee figures, which differ between the DLD page and reporting.

FAQ

Is the AED 750,000 minimum really gone? Yes, for a sole owner. The DLD's Taskeen page states the owner may apply regardless of the property value, and the change was reported by Gulf News and Khaleej Times on 29 April 2026 and by KPMG on 19 May 2026. No decree has been published, so confirm the wording with DLD first.

Can two people buying one property both get residency? Each co-owner must hold a share worth at least AED 400,000, so on an AED 800,000 property split equally both can apply individually. Previously each had to meet AED 750,000 separately.

Does a mortgaged property qualify? Both accept a mortgage, with a bank or developer no-objection letter showing the amount paid and the balance outstanding. The Golden Visa's old AED 1 million minimum down payment went in early 2024.

Does buying property in Dubai give me a Golden Visa? Only at AED 2 million or more in purchase value. Below that, a registered purchase supports a two-year investor permit — different permits, authorities, fees and durations.

Does the Golden Visa lead to UAE citizenship? No. It is a long-term, renewable residence permit. Residency and citizenship are separate matters, and it is not a route to naturalisation.

What does it cost? The DLD page lists AED 10,212.50 for the two-year visa and AED 9,884.75 for the Golden Visa application, before medical and Emirates ID charges. Reported figures for the two-year permit have also appeared as AED 10,545 new and AED 8,215 on renewal. Purchase costs sit on top — see transaction costs on a Dubai purchase.

What happens if I sell the property? The permit is tied to the asset, so selling removes its basis and renewal depends on continued ownership. Confirm with DLD before selling, particularly if family are on your file.

Verify before you act

Thresholds, fees and document lists here change without a decree and without notice — this change itself arrived as a platform update. Before committing money, confirm the current minimum, share rules, fee schedule and document list directly with the Dubai Land Department and GDRFA Dubai, and ask about mortgaged and off-plan units if either applies. Nothing here is a legal or immigration opinion.

A clearer decision, before the purchase

If residency is part of why you are buying, it belongs in the underwriting, not the celebration afterwards. The question is not "which visa can this property get me" but "does this asset make sense on its own, and what status does it happen to carry". A short strategic consultation — a financial diagnostic of the purchase, the leverage and the residency outcome together — is usually enough to tell the two apart.
