What the federal funds rate actually is
The federal funds rate is the interest rate at which US banks lend reserve balances to each other overnight. The Federal Reserve doesn't set this rate by decree — it targets a range for it and uses its tools to keep the actual rate trading within that range. When people say "the Fed raised rates" or "the Fed cut rates," they mean the Fed moved this target range.
What the FOMC is
The Federal Open Market Committee (FOMC) is the Fed's policy-setting body. It meets roughly eight times a year and decides whether to raise, cut, or hold the federal funds rate target range. Its decisions are announced in a public statement, followed by a press conference, and — four times a year — a Summary of Economic Projections showing where individual policymakers expect rates to go.
Why the Fed raises or cuts rates
In simple terms: the Fed raises rates when it wants to cool an economy that is growing too fast or where inflation is too high, because higher rates make borrowing more expensive and saving more attractive, which tends to slow spending. The Fed cuts rates when it wants to support a slowing economy or push inflation back up toward its target, because lower rates make borrowing cheaper, which tends to encourage spending and investment. A "hold" simply means the Committee decided current conditions don't call for a change.
Inflation, growth, and employment — the three things the Fed watches
The Fed's decisions are shaped primarily by three data points: inflation (is the general price level rising too fast or too slowly), economic growth (is the economy expanding at a healthy pace), and employment (is the labor market strong or weakening). These three factors often pull in different directions, which is why FOMC decisions are judgment calls, not formulas — and why two different observers can read the same data and expect different outcomes.
Why this matters if you're not American
The US dollar is the world's dominant reserve and trade currency, and many countries — including the UAE — either peg their currency to the dollar or otherwise track US monetary conditions closely. Because the UAE dirham has been pegged to the dollar since 1997, the Central Bank of the UAE's own policy rate tends to move in the same direction as the Fed's, to keep that peg credible. From there, the rate travels through EIBOR, UAE bank funding costs, and mortgage pricing before it reaches a Dubai property buyer's monthly payment — a longer path than most people assume, and one where the size and timing of the move can differ from the original Fed decision.

You don't need to become a monetary economist to buy property intelligently in Dubai.
